The Effectiveness of Enforcement on Behaviour Change: Fixed penalty notices from both sides of the line

In particular, Keep Britain Tidy has explored how fixed penalty notices can be used to support a wider environmental enforcement strategy. We ask whether using fixed penalty notices really is an effective way of bringing about meaningful behaviour change which, in turn, leads to real, lasting improvements in the quality of the local environment.
