    Some time ago my wife confronted a man dumping rubbish at the side of the road. He reacted by stopping at the next phone box and attempting to report HER for dumping. What a cheek. But I bet he didn't do it again. I believe litter louts should be identified and fined, as it IS a criminal offence. If only a few people are prosecuted it will have a big effect on people who litter. By all means do the appeals via TV etc but catch a few and make it public. It won't be long before a big reduction is noticed.

    From my experience the majority of litter dropped in our road is either from smokers or 'fast food' sources, this can be KFC, McDonalds or other independants. Is one possibilty to enlist the help of these outlets in displaying very forceful notices concerning the antisocial nature of litter dropping.

    3 points on the licence for the first littering offence and if caught again, seizure and crushing of the offenders vehicle. Dropping litter is not just a crime against the environment but against society as a whole. There is also good evidence to suggest that criminality starts with offences such as littering. All the more reason to be draconian with this problem.
